Shanghai, Guangzhou authorities deny reports of C7 license for low-speed “laotou le” EVs

Authorities in Shanghai and Guangzhou have denied online reports claiming a new C7 license would allow drivers to operate four-wheeled low-speed electric vehicles, or “laotou le,” and that pilot programs would start this year with a nationwide rollout next year. “Laotou le” are small, four-wheeled low-speed electric vehicles commonly used by elderly drivers in China. Investigations found the reports largely originated from driving schools and low-speed EV marketing accounts and contained false information.
