China penalizes AI platforms over failure to label AI-generated content

China’s internet regulator has penalized several digital platforms for failing to properly label AI-generated content, in the latest enforcement action targeting the fast-growing sector. In a notice released on Tuesday, the Cyberspace Administration of China (CAC) said that the apps CapCut, Maoxiang (Cat Box) and Dreamina AI had violated regulations requiring the clear identification of AI-generated or synthesized content. The authority said the platforms had breached multiple laws and rules, including the Cybersecurity Law, the Interim Measures for the Administration of Generative Artificial Intelligence Services, and the Provisions on the Identification of AI-Generated Synthetic Content.

Authorities have instructed local regulators to take swift action, imposing measures such as regulatory interviews, orders for rectification, formal warnings, and stricter accountability for responsible personnel. A CAC official said all online platforms must strictly adhere to legal requirements and ensure full compliance with AI content labeling rules, adding that there is no room for compromise or circumvention.
